Subject: Study on Developing a Forecasting Model for Government Expenditure Using GeM Data

Introduction

The Ministry of Statistics and Programme Implementation (MoSPI) invites proposals from eligible government organizations or autonomous bodies to conduct a study on developing a robust forecasting model leveraging GeM procurement data. This initiative aims to enhance decision-making in public financial management through accurate expenditure forecasts

Anticipated Outputs

Develop a robust forecasting model that leverages GeM procurement data to:

  • Accurately forecast future government expenditures.
  • Identify trends and potential shifts in procurement needs and spending patterns.
  • Enhance decision-making in public financial management by anticipating probable price changes.
Scope and Approach

The selected agency will be required to:

  1. Analyze historical procurement data from GeM and relevant public financial datasets.
  2. Develop a predictive model using advanced analytical and machine-learning techniques to forecast future expenditure trends.
  3. Validate the model through back-testing and scenario analysis.
  4. Prepare a detailed report with findings, insights, and policy recommendations for public finance management.
  5. Conduct knowledge transfer sessions for relevant government officials to build capacity in using the forecasting model.
Deliverables

The selected agency will be responsible for the following deliverables:

  1. Predictive model with technical documentation.
  2. Final report with detailed analysis and recommendations.
  3. Training module for relevant government officials on the use of the forecasting model.
Eligibility Criteria

The study shall be awarded exclusively to government organizations or autonomous bodies with demonstrated expertise in data analytics, econometric modeling, or public finance research.

Confidentiality

The selected agency must ensure data security and confidentiality, strictly adhering to government data usage protocols. The data and insights derived from the study shall remain the property of the Ministry. A Non-Discloser Agreement (NDA) will be signed between MoSPI and the agency.

Proposal Submission Guidelines

The application/research proposal may be submitted to Additional Director General, Capacity Development Division, National Statistics Office, M/o Statistics and Programme Implementation (email: training-mospi@nic.in), with a copy to the Ministry's Research and Analysis Unit (email: ra.unit@mospi.gov.in).

Expected Impact

The study will empower policymakers with reliable expenditure forecasts, enabling proactive financial management, better budget planning, and efficient resource allocation.
