Inviting Research Proposal for Development of a Framework for Measuring the Knowledge Economy in India

1. Introduction

The Ministry of Statistics and Programme Implementation (MoSPI), Government of India, seeks proposals from reputed research and academic institutions for developing a comprehensive framework to measure the Knowledge Economy in India. This initiative aims to quantify knowledge-based economic activities, including intellectual property products, digital innovations, and traditional knowledge, and research and development contributions, in alignment with global best practices.

2. Objectives

The primary objectives of this study are:

  • To develop a robust framework for measuring the contribution of the Knowledge Economy to India’s GDP.
  • To identify data sets for key components, including intellectual property products (IPPs), digital economy, indigenous and traditional knowledge, research & development (R&D), and knowledge process outsourcing (KPO).
  • To explore methodologies for valuing explicit and implicit knowledge-based economic activities.
  • To generate a set of metrics/indicators to measure the Knowledge Economy and a framework to integrate it with National Accounts Statistics.

3. Scope of Work

The selected institution will undertake the following tasks:

  • Conduct a comprehensive review of existing global frameworks on measuring the Knowledge Economy.
  • Identify knowledge-intensive sectors and develop a classification system for knowledge-based economic activities.
  • Highlight data gaps in mapping knowledge products to industries of origin and use.
  • Develop a framework of valuation of Knowledge items, its transmission and diffusion for transacted as well as non-transacted cases.
  • Recommend strategies for continuous monitoring and refinement of Knowledge Economy metrics.

4. Eligibility Criteria

Eligible institutions must meet the following criteria:

  • Must be a recognized research or academic institution with expertise in economic measurement, statistics.
  • Should have prior experience in national-level economic research projects.
  • Must have a team of qualified experts in statistics, economics, and intellectual property valuation.

5. Proposal Submission Requirements

Interested institutions should submit proposals containing:

  • A technical proposal detailing the methodology, work plan, and key deliverables.
  • Profiles of key team members with relevant experience.
  • A financial proposal with cost estimates for executing the project.
  • Details of past projects in related domains.

6. Timeline

The project is expected to be completed within 6 months from the date of award. Key milestones and deliverables will be finalized in consultation with MoSPI.
