SSS Scheme

Sub Scheme of Support for Statistical Strengthening (SSS) as on 31.03.2019

1.   The Support for Statistical Strengthening’ (SSS)is an ongoing Sub – scheme of the Ministry which aims to improve the statistical capacity and operations of State Statistical Systems for collecting, compiling and disseminating reliable official statistics. The Sub - scheme enables States / UTs to undertake statistical activities of considerable importance for which state funding is not available and also ensures that the statistical activities which are considered important by Centre are also strengthened.

2.   The Sub - Scheme is implemented through the State Directorates of Economics & Statistics, as per the approved activities/targets/outputs detailed out in the State’s specific MoUs signed between the Govt. of India and respective States/UTs.

3.   The Sub – scheme at present has the following nine themes/items:

2. Preparation of State Strategic Statistical Plan(SSSP) and signing of MOU by States with Govt. of India
3. Implementation of recommendations of Technical Groups / Bodies for filling up existing and expected / emerging data gaps, including State/UT specific additionalities
4. HRD issues, with a focus on Training for Capacity Development and Skills Enhancement/ up gradation, including support to Regional Training Centres
5. Introduction of Innovative Techniques and Methodologies for  improving the efficacy of statistical processes and operations
6. Holding of regular/periodic (say once every year) User-Producer dialogues, stakeholders' consultations and Conduct of periodic (say annual) surveys on user-satisfaction.
7. Dissemination of Annual Reports on the performance of State Statistical Systems and improving the cost effectiveness and ease of data access.

Data quality and efficiency improvement measures-

Participation in rounds of NSS including the Periodic Labour Force Survey(PLFS), Annual Survey of Services Sector Enterprises (ASSSE), Annual Survey of Unincorporated Sector Enterprises (ASUSE), Time Use Survey (TUS);Strengthening Monitoring Framework for Sustainable Development Goals (SDGs)

9. Advocacy Issues viz. Publicity and IEC (Information, Education and Communication) to improve usage of Statistical Products & services

4.   Presently, the period of the sub-scheme has been extended upto March 2026. So far, a total of 26 States/UTs have either implemented or are implementing the scheme. List of implementing States/UTs is given in Annexure 1. 

5.    The Scheme has enabled the implementing States / UTs to compile village / local level statistics, create integrated State databases, type studies and surveys to address data gaps on State Income Estimates, compilation of core indicators such as Consumer Price Index (CPI), State Index of Industrial Production (IIP), reviews of Line Departments, workshops, training programmes for statistical personnel, awareness campaigns for statistics, formation of technical / expert groups, strengthening of Physical and IT infrastructure, etc.
